Specifications include, but are not limited to: Region 9 Education Cooperative (REC 9) on behalf of the New Mexico Public Education Department (NMPED) is soliciting proposals to establish a contract through competitive negotiations for the procurement of qualified grantees to deliver a high-quality State-Funded Out-of-School Time Program that will serve students attending high poverty and low performing schools throughout the State of New Mexico. 1. State-Funded Out-of-School Time Program will provide students a broad range of exceptional school-linked learning and developmental opportunities designed to reinforce topics introduced during the students’ traditional learning day. 2. State-Funded Out-of-School Time Program programming should be provided during non-school hours or periods when school is not in session, such as before and after school, holidays, weekends, or summer recess. 3. Diverse stakeholders within each community should be involved in the planning and delivery of the services. It is an expectation that grantees will design program activities based on teacher, parent, and student input and include volunteers to assist in program delivery. The responsible entity assures that the proposed program was developed, and will be carrie out, in active collaboration with the schools the students attend. The responsible entity will provide services at no cost to the students or families. The responsible entity will provide assurance that there is No Program Income. The responsible entity will provide access to learning and developmental opportunities for children with disabilities. The responsible entity will ensure that their community learning center(s) will be operated in a safe and easily accessible facility. The responsible entity will provide programming during hours approved by the PED. The responsible entity will comply with Education Department General Administrative Regulations (EDGAR), 34 CFR Part 80 and Section 427 of the General Education and Provisions Act relating to overcoming barriers in the six areas of gender, race, national origin, color, disability, or age.
