Specifications include, but are not limited to: The SUCCESSFUL BIDDER shall provide all personnel, supervision, labor, reports, records, equipment, tools, materials, parts, supplies, transportation, license, and permits (including all applicable fees for license, and permits) necessary to perform Electrical Testing Services in a safe manner and applicable to all federal, state, and local laws. The SUCCESSFUL BIDDER shall coordinate the performance of the Electrical Testing Services with the DISTRICT’S Manager/Supervisor or designee. All materials or replacement parts to be used shall be in accordance with the original manufacturer’s specifications, free from all defects and of the make, brand and quality specified, or any material approved by the DISTRICT’S Manager/Supervisor or designee. The SUCCESSFUL BIDDER shall not require any person employed in the performance of this contract to work in surroundings or under working conditions which are unsanitary, hazardous, or dangerous to their health or safety, or contrary to any provision of the Occupational Health and Safety Act (OSHA) of 1970 (Public Law 91-596), as amended. 21.1 Low Voltage Air Switches 1) Visual and Mechanical Inspection a. Documentation of equipment nameplate data. b. Inspection for physical damage and proper installation. Cleaning of interior cabinets and enclosures. c. Contacts and mechanism cleaning and lubrication, if accessible. d. Verification of correct mechanical operation. e. Documentation of fuse nameplate data. f. Inspection of all local indicating and control devices for correct operation, replacing bulbs as necessary. g. Verification of tightness of accessible bolted electrical connections by calibrated torque-wrench method. h. Verification of interlocking system for proper operation and proper key distribution, as applicable. 2) Electrical Tests a. Contact resistance testing across each switch blade and fuse holder. b. Measurement of fuse resistance. c. Insulation resistance testing on each pole, phase-to-phase and phase-to-ground with switch closed and across each open pole for one minute. d. AC or DC overpotential testing phase-to-phase and phase-to-ground. e. Vacuum bottle integrity testing on each phase in accordance with manufacturer's instructions. f. Verification of proper space heater operation. 21.2 Low Voltage Air Circuit Breakers 1) Visual and Mechanical Inspection a. Documentation of equipment nameplate data. b. Cleaning and lubrication of operating mechanism. c. Inspection for physical damage. d. Testing of mechanical operator. e. Verification of cell fit and element alignment and operation of racking mechanism. f. Verification that all maintenance devices are available for servicing and operating the breaker. g. Verification of tightness of accessible bolted bus connections by calibrated torque-wrench method. h. Recording/Dialing of final settings in accordance with the coordination study supplied by the DISTRICT. i. Verification of interlocking system for proper operation and proper key distribution as applicable.
