Specifications include, but are not limited to: The State is seeking information that will enable the Vermont Department of Health (VDH), Division of Health Promotion and Disease Prevention (HPDP), Vermont Tobacco Control Program (VTCP) to determine the landscape of state-wide cessation services, such as telephonic, web-based, text based, and app-based counseling programs that include the integration of nicotine replacement therapy (NRT), as well as financial incentives related to client participation. Fulfillment of these solutions may be provided by a single vendor solution or use a lead vendor and applicable supporting subcontractors. The successful contractor shall: • Utilize the existing toll-free number for 802Quits of 1-800-QUIT-NOW. o Provide live call and web response by trained ATTUD certified Tobacco Treatment Specialist counselors. o Provide a TTY line for the hearing impaired. o Provide counseling services in multiple languages. o Provide and implement a specific protocol for the following populations: pregnant women (with financial or other incentives), youth, and tobacco users with behavioral health disorders. Financial or other incentives for priority populations including pregnant women, Medicaid insured, and others that a contractor is experienced in providing to state quitlines will be considered. • Screen all callers and conduct intake questions within 12 minutes, on average. o Provide information to proxy callers and general information to callers requesting it. • Assess caller’s tobacco use history and readiness to quit. o Callers that select a quit date within 30 days of the call are eligible to be enrolled in the quitline services
