Specifications include, but are not limited to: The Rhode Island Office of Energy Resources seeks a qualified firm to provide analysis for the development of ceiling prices for the Renewable Energy Program. The selected consultant will work with OER to complete the tasks outlined in this scope of work. In addition, they will: 1. Collect and analyze renewable energy industry data, regional trends and best practices to inform and guide their recommendations. 2. Develop a methodology for data collection and analysis. The methodology for ceiling price development will be accessible to OER, the DG Board and stakeholders. 3. In previous years, OER and their consultant have utilized the Cost of Renewable Energy Spreadsheet Tool (CREST) for ceiling price development. This tool has been recognized and approved by the Public Utilities Commission (PUC) as a reasonable modeling tool for REG ceiling price development. OER encourages proposals that utilize the CREST model, however proposals may include other proven methodologies and publicly available modeling tools in proposals. The consultant will: 1. Analyze the data collected from RIE and stakeholders 2. Use other databases the consultant has access to related to renewable energy projects data, costs, and other data points 3. Develop the draft ceiling price template and associated presentation in a PowerPoint or other mutually agreed upon format; 4. Conduct and facilitate no less than two public meetings with renewable energy stakeholders with the draft ceiling prices. These meetings may be held either virtually, in person or hybrid. 5. Update the ceiling price template based on stakeholder feedback and any updated data 6. Respond in writing to all questions and comments received during stakeholder meetings and through the stakeholder comment period. 7. Facilitate bi-weekly check in calls with OER staff.
