Specifications include, but are not limited to: The Traffic and Safety Bureau of the Iowa Department of Transportation (Department) is interested in entering into a new three-year professional service agreement contract with engineering consulting firms to provide traffic safety and operations engineering services. Due to the expiration of existing on-call contracts, the Department is seeking to negotiate and enter into a new three-year, on-call service agreement contract with two consulting firms capable of performing Traffic Engineering Assistance Program (TEAP) studies on a statewide basis. Services provided will include TEAP studies and other related studies including but not limited to safe routes to school, bicycle routes, pedestrian crossings, school traffic circulation, and miscellaneous traffic and safety engineering studies. TEAP provides engineering expertise to cities and counties that are experiencing traffic safety or operational problems but have neither the funds nor the personnel to conduct an appropriate study. The goal of every TEAP study is to provide brief, unbiased recommendations and identify a clear process for the local agency to obtain funding and implement improvements.
