Specifications include, but are not limited to: Develop and build, or provide, an app that includes: 4.1.1. Availability via the iOS App Store and Google Play Store. 4.1.2. User-friendly, easy to navigate, and intuitive content and navigation. Responsive app design. 4.1.3. User accounts for farmers. 4.1.3.1. Functional ability to enter and update farmer information such as bank account data. 4.1.3.2. Unique user account for each farmer and a method to associate each account with a list of approved vendors provided by the Agency. 4.1.4. Ability for farmers to redeem vouchers by scanning a QR code. 4.1.5. Paying farmers for redeemed vouchers on a (daily/weekly/bi-weekly) basis. 4.1.5.1. Vendor financial information must be stored using industry-standard or better encryption. 4.1.5.1.1. Vendor shall meet the requirements of the NACHA Data Security requirement https://www.nacha.org/rules/supplementing-data-securityrequirements 4.1.5.1.2. ACH data shall be encrypted in transit and at rest. 4.1.5.1.3. Mobile app shall follow the requirements of the OWASP Mobile Application Security project https://mas.owasp.org/ 4.1.6. System should comply with Iowa Office of the Chief Information Officer (OCIO) web application security standards.
