Specifications include, but are not limited to: The selected vendor must have a demonstrated record of executing all components along the secondary educational spectrum and applicable US Department of Education Required Considerations for Funding Title II Adult Education programs to include but not limited to the following: # The ability to serve students with disabilities, including eligible students with learning disabilities # The ability to meet the academic and training needs of eligible students in need of English language acquisition assistance # The ability to demonstrate alignment with adult education needs of the Commonwealth of Kentucky # The ability to demonstrate comprehensive academic programs of sufficient intensity and quality and based on extant research so students achieve the secondary credential # The ability to demonstrate the effective use of current technologies, services, and delivery systems in a manner sufficient to increase the amount and quality of learning in support of student success # The ability to demonstrate that the curriculum is being administered and executed by well-trained instructors, counselors, and administrators who meet minimum qualifications established by the Kentucky Department of Education, and who have access to high-quality professional development. The selected vendor must maintain a high-quality information management system that has the capacity to report measurable student outcomes and to monitor progress towards credential attainment. The OAE, KELC values the time of working-age Kentuckians and thus wants to ensure that eligible students receive their credential in a reasonable amount of time to meet the employment demands of the Commonwealth.
