Specifications include, but are not limited to: The State of Oregon, acting by and through the Oregon Department of Human Services, Child Welfare Division, (“Agency”), is issuing this Request for Proposal for a Coordinating Entity for the Collaboration of Behavior Rehabilitation Services (BRS) Proctor Care agencies working together and known as the Foster Plus program. The Foster Plus program is a collaborative effort by the state’s BRS Proctor Care agencies to: • Increase the amount of Certified Proctor Homes in Oregon willing and able to serve children with complex needs that are best met in a familial setting; • Increase the retention of Certified Proctor Homes in Oregon; • Increase utilization within certified Proctor Homes; and • Create a space that facilitates knowledge sharing, best practices, and resource sharing.
