Specifications include, but are not limited to: The purpose of this RFQ is to engage with a consultant to perform an evaluation of the impact of offering market-rate housing to rural healthcare workers in the proximate area of Seaside, Oregon, from northern Tillamook to northern Columbia County, but with most impact in Clatsop County. This evaluation will be conducted in two phases. Phase 1 will occur prior to occupancy of the CareOregon building in Seaside and includes an environmental scan of available and affordable workforce housing, data review, and interviews with key stakeholders. Phase 2 will take place six to eight months after occupancy of the CareOregon building in Seaside and will include interviews with the healthcare workers living in the units. The findings of each phase will be compiled into a final report, delivered at the conclusion of this project. This evaluation is to determine the impact of offering additional housing to a rural workforce on recruitment, retention, turnover, and satisfaction of this workforce.
