Specifications include, but are not limited to: The Unified Government of Wyandotte County/Kansas City, Kansas, Department of Human Resources is accepting competitive proposals from qualified individuals, firms, partnerships and corporations for the purpose of providing cyber liability insurance and security. The department wants assistance in selecting an insurance carrier that provides cyber insurance as well as cyber security. The consultant will provide or make available engineering and loss control services. The types of staff in Unified Government agencies that the contractor must interview are Unified Government Department of Technology staff, Legal, and Risk Manager. Other helpful informational material that can be provided to the consultant includes the fact that the Unified Government has three different networks. All three networks will need to be covered under this cyber security policy. The goal of this project is to secure cyber liability insurance and cyber security services. i. Provide adequate local staff to respond timely to the occurrence of incidents involving the UG or its employees ii. Provide claims office that: 1. Has a specific adjuster assigned to claims incurred under the UG’s coverage; 2. Is responsible for handling UG claims; 3. Uses its knowledge of cyber liability coverage to perform an assessment of the UG’s network security and provide recommendations for improvement 4. Is responsible for providing necessary information to the underwriters, the claim office and the insurers to facilitate the settlement of claims in a timely manner; 5. Provides emergency claim service with a contact available 24 hours a day, seven days a week; 6. Provides access to approved defenses firms with which legal expenses have been negotiated; 7. Allow UG to participate in the selection and assignment of defense representation and in the defense of the claim; iii. Provides subrogation and recovery services; iv. Provides loss control services and engineering services to include but not limited to integrity tests of UG systems, routine phishing tests of UG users, and tabletop exercises in the event of a breach. v. Has professionals with the following legal expertise available to provide advice and assistance: 1. “In-house” Breach Coach, and 2. Qualified Privacy Attorney; vi. Has a law firm sub-contractor and provides UG access to this subcontractor as needed; and vii. Is responsible for providing necessary information to underwriter, claim office and insurers in a timely manner.
