Specifications include, but are not limited to: The Louisville/Jefferson County Metro Government (“Metro Government”) is now accepting Proposals for Homeowner Repair Program Administrator. The Louisville/Jefferson County Metro Government (LMG) is now accepting Proposals for an organization to administer an owner-occupied rehabilitation program. LMG runs a variety of federallyfunded home repair programs and is looking for a non-profit organization to support the implementation of these programs. With this partnership, Louisville Metro Government seeks to engage a non-profit organization that offers services to conduct full home inspections to prepare a comprehensive scope of work, complete or oversee the repairs, and provide education to clients on home maintenance and upkeep for approximately 250 clients. This work may be completed by one organization, or the organization may choose to subcontract out a portion of the Program. LMG may choose to engage with one or multiple organizations, each focusing on an identified number of home repair projects. • Through LMG’s software system, Neighborly, obtain access to approved client application information, previously processed by LMG staff. • Meet with homeowners to hear their concerns about their home, explain repair process, set expectations and identify contact person. • Administer all elements of LMG’s existing home repair program for a pre-existing list of eligible applicants, including conducting a full home inspection, creating a scope of work, procuring contractor(s), creating and executing legal documents, overseeing all contractor project work, and paying invoices. • Comply with all Community Development Block Grant (CDBG) regulations, and all applicable laws and statutes in Jefferson County and the State of Kentucky. • Conduct full home inspections of eligible homes. Inspections should not only identify necessary repairs but should also include the remaining useful life of major mechanical systems in the home.
