Specifications include, but are not limited to: County is seeking applications from external private sector entities with demonstrated experience in working with individuals who experience SPMI and Co-occurring Disorders to develop and support capital investment and or start up administrative operating costs for the development minimum of one (1) behavioral health RTH (capacity up to 5) or RTF (capacity 6-16) hybrid treatment model that addresses both SPMI and Substance Use disorders. The funds will be used to support capital investment and/or start up administrative operating costs. Substance use remains a priority in the County; there was a substantial increase in alcohol and cannabis sales during the COVID-19 pandemic, and Opioid availability and use are on the rise as well. Treating individuals who experience both SPMI and Substance Use is complex and often requires a higher level of care to treat. Many of the existing residential treatment homes and facilities do not have the capacity to adequately treat those with Substance Use disorders. This development would provide individuals with an appropriate treatment option aside from hospital level of care.
