Specifications include, but are not limited to: The Denali Borough, hereinafter referred to as the Borough, is requesting proposals from qualified firms of certified public accountants to audit the Borough’s financial statements for a three-year period beginning with the fiscal year ending June 30, 2023, with two, one-year renewal options for fiscal years ending June 30, 2026, and June 30, 2027. The audit includes the preparation, with the assistance of Borough staff, of the Borough’s annual financial statement. Furthermore, the scope of the engagement must also include non-audit consulting time and services up to 20 hours annually, which includes calculation and footnote disclosures for OPEB pension liabilities and financial assurance test. These audits are to be performed in accordance with Generally Accepted Auditing Standards and General Accounting Standards. The scope of the audit shall include all accounts of the Borough. The auditor shall express an opinion on the Denali Borough Annual Financial Report (AFR) in accordance with Generally Accepted Auditing Standards and General Accounting Standards. The opinion must be presented to the Assembly and Mayor no later than 180 days following the end of the fiscal year under audit per Denali Borough Code (DBC) 3.15.020(B). The auditor may be required to perform a Federal Single Audit in accordance with Uniform Guidance and/or a State Single Audit in accordance with the State of Alaska Single Audit Compliance Supplement. The Borough was required to have a Federal Single Audit in 2022, is expected to be required to conduct a Federal Single Audit in 2023 and may be required to perform such audits in subsequent years as funding dictates.
