Specifications include, but are not limited to: The following phases, tasks, deliverables, or specifications have been identified as elements that CCFR believes should be part of the work performed. Recognizing that the responding Consultants have more expertise in the subject matter and have specific field experience and with preparing, developing, and conducting PAT programs, CCFR’ welcomes other creative ideas, or solutions that would meet the CCFR’s objectives and goals for the project. Discovery & Development of Program : The consultant must ‘survey,’ hold meetings, or perform scoping events with pertinent CCFR Staff to gather information to develop testing components and criteria that are required of successful CCFR Candidates. Evolutions or elements should be customized to the CCFR environment. The program plan may include but are not limited to the following easting events: Dry Line Hose Deployment Charged Hose Deployment Halyard Raise Roof Walk Attic Crawl Roof Ventilation Victim Removal Ladder Removal/Carry Stair Climb with Hose Crawling Search/Stair Descent Stair Climb with Equipment/Hose Hoist As part of the discovery phase, CCFR imagines that the Consultant would perform the following tasks: Job Analysis Survey . This would provide information that can be reviewed and used to authenticate the entry-level firefighting job descriptions. Critical Events Survey . This would provide detailed information on the specifics of how the physical aspects of the job are performed. Tool & Equipment Survey . This would identify the tools and equipment used by CCFR and would provide a thorough overview that contains the types, weights, lengths, and sizes of the various tools and/or equipment used on the job. Survey Expectations : CCFR expects the Consultant to use sound methodology when conducting the surveys and proven analytical techniques to gather and guarantee that results are accurate. The survey should be objective and when possible done through random sampling and provide statistically valid data results. The identified target audience must be a diverse range to provide inclusive results provide. Once the data collection process is concluded the Consultant is expected to perform a systematic reduction and proofing of the information so that a thorough analysis can be formulated for a Final Report, Program and/or Testing Handbook. Norming the PAT, Providing Validation and Report : The program developed must provide a defensible mechanism for determining an appropriate cutoff time to be used for selection purposes of future candidates. The contractor must provide a Validity Report to use on new hire candidates, and own, in the event that the test was ever challenged.
