Specifications include, but are not limited to: a) As requested by HART, assist in the preparation of the Environmental Re-Evaluation, by advising HART, and reviewing, and providing comments and edits to ensure that it fulfills the requirements of the National Environmental Policy Act (NEPA), the Hawaii Environmental Policy Act (HEPA), and other applicable state and federal laws; b) As requested, assist in the preparation of a Supplemental Environmental Impact Statement (“SEIS”), if required, by advising HART, and reviewing, and providing comments and edits to the SEIS to ensure that it fulfills the requirements of NEPA, HEPA, and other applicable state and federal laws; c) As requested, assist in responding to questions and comments from the Governor’s Office, and other stakeholders regarding the Re-Evaluation and/or the SEIS, if required; d) As requested, represent HART and/or the City and County of Honolulu in any litigation matters related to the Re-Evaluation and/or SEIS; e) Provide any other services related to state and federal environmental law, as needed and when directed by HART; and f) Assisting in the development of Task Orders.
