Specifications include, but are not limited to: The Department requests an exemption from competition for support and maintenance for Puppet Enterprise software under IDAPA 38.05.01.042.10.vi. Puppet is the infrastructure automation and compliance software in use to automate application code delivery, servers and infrastructure patch management and software updates automations, and to distribute critical security configurations to enterprise applications to maintain security compliance of federal security controls. Puppet is also used for monitoring large enterprise application services delivery and to maintain consistency of application software versions and configurations for the successfuldelivery of critical enterprise application services. The Department has been using Puppet since 2012 to manage the application servers running critical enterprise applications including the Idaho Benefits Eligibility System (IBES), IdaLink, eVerify, Child Support and the associated application stacks necessary for the delivery of these services. Puppet software is used for managing the server nodes and virtual machines (VM) distributed in multiple environments necessary to maintain and update the enterprise application stack including development, testing, QA, User Acceptance Testing, and Production environments. Puppet applications are essential for the Department’s delivery of benefits eligibility and child support enforcement services and management. These applications are deeply integrated into the Department application stack and is essential software for the application delivery, configuration management, application code and security patch management to maintain federal security controls compliance to meet IRS, SSA, CMA, and OCSE security audit compliance. Without Puppet software, several critical applications will go unsupported, posing risks to citizens dependent on these programs.
