Specifications include, but are not limited to: 3.1 Interpret, implement, and administer federal and state statutes and administrative rules to ensure compliance by licensees and protect consumers. 3.2 Draft proposed statutory and administrative rules changes, coordinate the rule promulgation process, and lobby legislators and testify before legislative committees so that necessary laws and rules are enacted and regularly updated to remain consistent with the education of the professions and provide for appropriate protection of the public. 3.3 Provide leadership to the Board to enhance continuity of operations. 3.3.1. Advise the Board of laws, rules, issues, investigations, and all other pertinent information to keep the Board informed, updated and engaged; 3.3.2. Work with the Board to establish goals and priorities; 3.3.3. Coordinate Board meetings and ensure that Board directives are carried out; and 3.3.4. Build and maintain relationships with key stakeholders to further the mission of the Board. 3.4 Oversee the licensing, registration, and biennial renewal process to ensure that licenses, registrations, and permits are issued and renewed to qualified person and entities. 3.4.1. Review and prepare for approval initial and credential verification applications for licensure of physical therapists and physical therapist assistants; 3.4.2. Provide information and assistance to licensees and the public by answering questions and discussing licensure laws and rules; 3.4.3. Evaluate licensing credentials from other states for reciprocity purposes for applicants; 3.4.4. Review and approve biennial renewal applications for physical therapists and physical therapist assistants; 3.4.5. Maintain South Dakota’s compliance with the Physical Therapy Licensure Compact; 3.5 Oversee all fiscal activities of the Board to ensure proper control over revenues and expenditures. 3.5.1. Monitor collection and deposits of revenues; 3.5.2. Approve vouchers and expenditures; 3.5.3. Utilize State protocols for purchases, reimbursements, travel requests, and other administrative procedures as directed by the Department of Health; 3.5.4. Complete monthly local and state reconciliations; 3.5.5. Complete monthly and annual financial reports for the Department of Health; 3.5.6. Prepare for and provide support for financial audit; 3.5.7. Draft preliminary annual budget proposals; 3.5.8. Maintain records and monitor budget; 3.5.9. Prepare and submit statistical reports as directed by the Department of Health; 3.5.10. Negotiate contracts for auditors, investigators, legal counsel and other independent contractors; and 3.5.11. Utilize State protocols for purchases, reimbursements, travel requests, and other administrative procedures as directed by the Department of Health.
