Specifications include, but are not limited to: CONTRACTORS will provide specialized technical consultation to the state superintendent and Department of Public Instruction staff regarding: the validity and reliability of the ND state assessment, the state alternate assessment and the state’s general accountability rules, including federal accountability requirements; the establishment of a comprehensive valid and reliable assessment system that meets the requirements of state and federal law and regulations; the design of any state solicitation requirements for the provision of services related to the state assessment, the alignment of assessment items to state standards, the establishment of state performance standards, the analysis of assessment technical reports, the development of enhancements to the assessment system, and any related activities that will advance the validity and reliability of the state assessment system; the production and dissemination of federally required accountability performance indicator reports; the specialized background required in the design, development and implementation of state academic content and achievement standards, assessment design and psychometrics, administration of a state assessment system, alternate assessment design, academic achievement standards setting and federal and state accountability rules under the Elementary and Secondary Education Act, the Individuals with Disabilities Education Act and the Every Student Succeeds Act.
