Specifications include, but are not limited to: A. An evaluation of LMG and LMPD policies, procedures, planning, communication, and actions prior to, during, and following the incident. The evaluation should include a review of the partnerships with outside agencies including local, state and federal law enforcement agencies, government leadership, and non-governmental organizations. B. Conduct independent research on the incident by compiling and reviewing relevant materials, factual evidence, and other related material. A timetable of events for the incident will need to be produced. C. Examine policies, operational practices, tactics, training, equipment, organizational structure and management and documentation. D. Evaluate LMPD training policies and practices related to the incident. This should include but not be limited to the type of training given, the implementation of training, and an assessment on its effectiveness. E. The comprehensive review should analyze and provide recommendations of training, incident planning and management, tactics, use of force, equipment, communication, officer well-being, and command decision-making at all levels of LMG and LMPD. F. Evaluate current policies related to but not limited to active shooter response. G. An analysis of scene and investigative response management.
