Specifications include, but are not limited to: provide coordination of Child Find activities throughout the Region 6 Service Area (see Attachment 1 – Location of Region 6). Activities include, but are not limited to: identifying, locating, and evaluating children ages birth to three (0-3) (infants and toddlers) who are at risk for developmental delays and or disabilities. In addition, the Contractor must provide remote only Child Find outreach consultation to Human Service Supervisors and or Regional Early Childhood Committee (RECC) as needed in Regions 5 and 7. The Contract supports: The Department’s Infant Toddler Program (ITP) to assure comprehensive early intervention service to all eligible infants, toddlers, and their families; in support of the Department’s Strategic Plan: Goal 1, Improve Health Status; and Part C of the federal Individuals with Disabilities Education Act (IDEA) for states to develop a Child Find component for ITP. The Contractor must adhere to the rules, regulations, and policies according to the following: The Idaho ITP eManual at https://healthandwelfare.idaho.gov/providers/infant-toddler-program/infant-toddler-program-provider-resources The Idaho Statute Title 16 Juvenile Proceedings, Chapter 1, Early Intervention Services located at https://legislature.idaho.gov/statutesrules/idstat/Title16/T16CH1/ The IDEA located at https://sites.ed.gov/idea/ The Contractor must be responsible to become skilled in understanding of the Idaho Early Learning E-Guidelines located at https://healthandwelfare.idaho.gov/services-programs/about-idaho-early-learning-eguidelines The Contractor must have at least five (5) years’ experience in coordinating, facilitating and implementing Child Find activities. Documentation of said experience must be provided to the Department upon request. The Contractor must report to the Child Protection Authority any allegations or disclosure of abuse or neglect within twenty-four (24) hours. When services are provided to children ages birth to three (0-3) the Contractor must: Meet all provider qualifications of the Idaho ITP as described in the Idaho ITP eManual (I.C.1. above), and Provide services in, or arrange for interpreting in, the parent’s native language and in a culturally appropriate manner. Interpreting services may be arranged/coordinated with the Department. The Contractor must travel as needed to various locations throughout the Region 6 Service Area to carry out the Contract deliverables. See Attachment 1 – Location of Region 6.
