Specifications include, but are not limited to: Operational Requirements A. Demand response services will be exclusively for people who experience a disability that impairs them to independently manage two (2) or more Activities of Daily Living (ADL’s). The Proposer will outline methods in which they will determine eligibility. B. Trip scheduling must be available, at minimum, Monday through Friday between the hours of 0830 and 1700. Trips may be negotiated with customers, excluding observed holidays. Trips may not be cancelled without prior customer notification. C. Transportation shall be made available Monday-Friday between the hours 0630 and 1830. D. Dispatching must be made available, at minimum, Monday-Friday between the hours 0630 and 1830, excluding observed holidays. E. The contractor will not operate on MOA holidays. Current holidays observed by the MOA are as follows: 1. New Year’s Day 2. Martin Luther King Jr. Day 3. President’s Day 4. Seward’s Day 5. Memorial Day 6. Independence Day 7. Labor Day 8. Veteran’s Day (Observed by MOA) 9.Thanksgiving Day 10. Day After Thanksgiving 11. Christmas Day F. The Contractor will ensure that trip reservations are scheduled at the time of the call and ensure sufficient routes and service hours are available in the system to minimize stand-by trip requests, missed trips, extended ride times, and other adverse conditions. G. On-time service shall be scheduled and routed to arrive at the riders’ pick-up location no earlier than 15 minutes prior to and no later than 15 minutes after the scheduled pick-up time. A trip is considered out of compliance if it is not performed within this 30-minute window. The Contractor may set its wait time, after vehicle arrival, to be no less than 5 minutes. H. The Contractor will absorb all current customers in ER. I. Ridership, trip scheduling must be monitored tracked for reporting purposes to the MOA. J. Care attendants must be allowed to ride with an eligible customer free of charge. K. At least 50% of vehicle fleet used to transport customers must be fully accessible and ADA compliant for manual wheelchair, power wheelchair, and power scooter dependent customers.
