Specifications include, but are not limited to: The Department of Behavioral Healthcare Developmental Disabilities & Hospitals is seeking a vendor to deliver an established cloud-based software platform, such as a Commercial-Off-the-Shelf (COTS) or Software-as-a-Service (SaaS) solution, that is remotely hosted and requires minimum customization for developing the requirements needed in the newly re-procured BHOLD platform. The successful vendor will meet existing capabilities for functionality in the current-state system, propose a transition plan, and propose a plan to build out enhancements that speak to departmental priorities. The ideal future state for this system will incorporate additional modules supporting other potential use cases not covered by the existing system. Thus, the initial build should be flexible and scalable, reflecting this anticipation of additional use cases funded separately. Specifically, the successful prime vendor and its subcontractor(s) must collectively demonstrate: • Expertise in data collection, data validation, and quality assurance. • Expertise in the development of aggregated and enhanced datasets. • Experience developing software systems that capture and report data for the federal SAMHSA data sets in a format approved by the State; and • Experience implementing open-source and proprietary clinical assessment tools, such as screening and outcome evaluation instruments.
