All necessary and complete administrative services for the City’s Flex Spending, Health Savings Account, COBRA, and Retiree Health Plan Billing services. 1. Initial set-up and ongoing administration of services. 2. Annual legal compliance services. 3. Administrative services for current and future participants. 4. Ongoing monthly administration and billing for participants. 5. User friendly, easy to understand documentation for employees. 6. Employer and employee plan overview and educational materials. 7. Employer checklist for plan implementation, employee enrollments, claims administration, and account balance tracking, claim payments and adjudication. 8. 24/7 administrative and employee online account access. 9. COBRA and Retiree Health plan open enrollment administration. 10. All legally required COBRA notifications, such as but not limited to: Underpayment letters, notice of unavailability of COBRA coverage, notice of early termination of COBRA coverage, confirmation of qualifying events, as well as confirmation of election and of COBRA terminations sent to insurance carriers, brokers, and Human Resources as needed. 11. Prompt COBRA premium remittance to the City. 12. COBRA reporting to the City and the City Carriers.
