Specifications include, but are not limited to: 2.1 City of Lincoln, Nebraska (hereinafter referred to as Owner) desires to retain the services of qualified solid waste collection companies (Vendor) to collect waste and recyclables from various City, County, and Public Building Commission locations throughout the city of Lincoln and its’ zoning jurisdiction (3 miles beyond the city limits). 2.1.1 The waste and recyclables collection service will be provided by a single Vendor. 2.1.2 The Contractor shall provide the front-load and gaylord containers needed for the volume of waste and recyclable materials generated at each location. 2.2 The term for the Agreement shall be one year with the option to renew for three additional one-year periods. 2.2.1 The initial contract period shall begin July 1, 2023 and conclude June 30, 2024 2.2.2 The Agreement and any amendments made to the Agreement during the term must be authorized by each of the City (City Council), County (County Commissioners) and the Public Building Commission. 2.3 It is the intent to co-mingle recyclables in containers at each location. 2.3.1 Vendor may propose to collect source separated recyclables at any specific location but must demonstrate cost savings to the agency/department and must quantify the expected reduction in greenhouse gas emissions (GHGs) attributed to collection system. The information associated with a proposed source separated recyclables program shall be included within the response required in specification section 8.5.1 and 8.5.2. 2.4 The Owner’s Representative(s) for the Agreement shall be one or more of the following from the City’s Solid Waste Management Division: Superintendent, Waste Diversion Coordinator, Facilities Operations Coordinator. The assignment of responsibilities for the Agreement will often require that the three named positions be included in all discussions and correspondence.
