Specifications include, but are not limited to: The services will include multiple meters in four general groups, all of which are located on the MidAmerican Energy Company (MEC) distribution system. Suppliers are not required to bid all groups, but preference may be given to a single supplier that can supply all groups of accounts. The groups are as follows: Group 1) Daily Telemetered, Daily Nominations from University/Engie Power Plant Personnel Main Power Plant (MEC Rate 70T) Hawkins Power Plant (MEC Rate 70T) UIHC Pomerantz (MEC Rate 70T) A new supply to start March 1, 2024 Group 2) Daily Telemetered, Monthly Nominated Mayflower Hall dormitory (MEC Rate 70T) Oakdale power plant (MEC Rate 90T) UIHC North Liberty (MEC system sales during construction) A new supply to start by March 1, 2024, for Mayflower and Oakdale; UIHC North Liberty could start as soon as reasonably practicable after telemetry is installed and as coordinated with MEC Group 3A) Monthly Metered Transport Seven (7) campus buildings currently on transport (MEC Rate 70T) A new supply can start as soon as reasonably practicable depending on the current supplier, notice to the current supplier, and MEC timeframe Group 3B) Monthly Metered System Supplied Approximately fifty-six (56) additional accounts currently under utility system supply (MEC Rate 70) to be evaluated for moving to transport. There are more than one hundred (100) additional University accounts that are not currently being considered for transport but could be evaluated at a later date Group 1 consists of accounts at the Main Power Plant, West Campus Boiler (WCB), and the UIHC hospital boiler. The total average annual usage for the last three years for the Main Campus was approximately 1,300,000 MMBtu. There are multiple boilers at the Main Power Plant, some being solid fuel boilers, others being natural gas boilers, and some capable of either fuel type. The switch from solid fuel to natural gas may be due to economics, failures, or testing. The WCB and the UIHC boiler (to a lesser extent) can be used to back up the Main Power Plant boilers for producing steam for campus heat. There are many days and months with zero usage at WCB and UIHC and other times they will be at high usage. Therefore, this group of accounts should be kept in the same balancing group. Engie personnel at the Main Power Plant provide the volumes for the accounts in this group twenty-six hours before the operating day on a daily basis to the provider for daily nominations. Supplier needs to have the capability to receive intra-day nomination changes on a 24/7 basis in case of unexpected and rare events. Only in the case of a rare and unexpected scenario requiring immediate change from solid fuel to natural gas, the increase in demand will be at most about 210 MMBtu in approximately twenty minutes (assuming solid fuel boiler needing max natural gas supply). Three years of historic daily and monthly usage is included in the volumes presented in the RFP workbook. Group 2 includes the Mayflower dormitory, the Oakdale power plant, and the new UIHC North Liberty hospital that is currently under construction. The total usage for Group 2 on average over the last three years was about 200,000 MMBtu annually. These accounts have daily telemetry but can be nominated monthly.
