Specifications include, but are not limited to: Applicator Requirements: During the term of the contract, the awarded bidder and its employees or subcontractors (“Applicator”) will maintain current and valid ND Commercial Pesticide Training Certification(s) in proper categories to provide the services described herein. Pesticide Certification in the categories of Ground Core and Home, Industrial & Institutional are required. All Pest Control Services (“Services”) will be performed in a professional manner and will be guaranteed effective. Only National Guard Bureau approved pesticides may be used on National Guard properties. A list of approved pesticides is attached hereto as Attachment C. Updated lists are published every October 30th. A written request to add a product to the list can be submitted one time per year by September 1st of each calendar year. Pesticides and pest control materials used under this contract must conform to all federal, state and local laws and regulations. Applicator must apply all pesticides in accordance with instructions provided by EPA approved pesticide label and in amounts necessary to complete the application service. Applicator will properly manage all empty pesticide containers. Applicator will properly and timely complete application records prior to leaving the work location and provide NDARNG facility manager with a copy of the application records. A copy of the application record must also be emailed to the Purchasing Agency. The email address for the application record for each location will be provided after award. Pest Control: Contractor / Applicator will furnish all labor, chemicals, equipment, and other supplies normally used to carry out an effective pest control program for the interior and exterior of specified buildings. The Pest Control Service shall provide protection for and against all insects & bugs, rodents (to include but not limited to voles, mice, rats, gophers, moles) and any other pest-related problems in accordance with industry norms and standards as specified herein. Services will also include the placement of mouse/rat bait in all supply rooms, maintenance bays and storage areas where mice/rats can hide. Frequency of Services: Interior Inspections: Interior inspections must be performed at each location quarterly. Quarterly is defined as one inspection every three months or four inspections per calendar year, beginning with inspections to be performed in May/June 2023 and continuing throughout the term of the contract, including renewal periods, if any. Quarterly inspections shall be evenly distributed throughout the term of the contract such that one inspection is completed during each three month period. Inspections shall be separated by no less than sixty (60) days and no greater than one hundred-twenty (120) days between visits, unless approved in advance by the STATE. January/February/March April/May/June July/August/September October/November/December Exterior Inspections: Exterior inspections must be performed at each location on a semi-annual basis. Semi-annual is defined as two (2) inspections per calendar year. One exterior inspection shall be conducted in the spring of the year and one inspection in the fall. The first exterior inspection must be performed in the spring of 2023 and continue throughout the term of the contract, including renewal periods, if any. Semi-annual exterior inspections shall be conducted once in the spring and once in the fall when insect populations are at their greatest and when the services will be the most effective based on industry standards. As-Needed Services: “As-Needed Services” may be requested by the Facility Manager whenever a need arises but must obtain a purchase order from the Facility Manager prior to proceeding. As-Needed services are classified as either Emergency (within 24 hours) or Non-Emergency (within 5 Days). Pesticide Applications: Pesticides will be applied only after an inspection provides evidence of pests (insects/rodents), which would indicate pesticide application is necessary. The ND National Guard maintenance supervisor must agree that a pesticide application is warranted. Re-Applications: If the Contractor must return to the site because the pest issue was not resolved, the Contractor shall not invoice the STATE for this re-application. No compensation for additional charges related to return visits will be considered. Non-Emergency Call Services: The Contractor will respond to Non-Emergency Calls within 5 days. The Non-Emergency Call Rate is annotated for each location on Attachment A “Bid Response Form: Pest Control Services”. Emergency Call Services: The Contractor will respond to Emergency Calls within 24 hours. The Emergency Call Rate is annotated for each location on Attachment A “Bid Response Form: Pest Control Services”. Timing of Services: All site visits MUST be scheduled Monday through Friday between the hours of 7:00 AM and 5:00 PM (Central Time), and coordinated with the maintenance supervisor at least one business day prior to pest application. All buildings at that location must be completed within a thirty six (36) hour timeframe. Billing and Reporting: Vendor will provide billing and reporting as follows: Billing: Invoices must state the name of the city, the name of the installation and each building number must be delineated, (i.e. Bismarck, Fraine Barracks, Building 400 or Bismarck, RJB Complex, Building 4200). Since the STATE fiscal year ends on June 30, all services completed on and prior to June 30 must be received by our office no later than July 10. Application Record: Prior to leaving the worksite, the Contractor must complete a record for each application and obtain a signature from the maintenance supervisor. In addition, the record of application must be emailed to the Agency at the contact address provided after award. Application records shall include, at a minimum, all information as required by the North Dakota Pesticide Laws & Regulations N.D.A.C. § 60-03-01-07. Billing and Application Record Additional Information: Invoices must be emailed as a PDF attachment to the contact address provided after award. Pesticide application records must be emailed to the environmental point of contact provided after award.
