Specifications include, but are not limited to: The University of Maine System acting on behalf of University of Maine is seeking proposals for temporary part-time Facility Security Officer (FSO) services to design, execute and monitor security policies, procedures, and practices in compliance with Government security requirements, that will help the University prepare for a Facility Clearance (FCL) and develop a Security Program pursuant to NSPM 33 requirements. 1. Guide the University on structuring and preparing for a Facility Clearance in accordance with NISPOM, leading up to establishing a full-time FSO 2. Develop policies and processes necessary to maintain the University’s compliance with all federal security requirements related to classified research. 3. Develop and recommend strategies for organizational structure and future growth in research compliance. Assist in communication of strategies to University leadership. 4. Advise on entity formation and degree of separation of cleared research units with respect to the University. 5. Key Management Personnel (KMP) identification and preparation for individuals. 6. Advise on requirements for cleared individuals. 7. Provide best practices from other cleared institutions of higher education. 8. Collect and submit required documentation to initiate and manage the FCL application process. 9. Assistance with establishing an Insider Threat Program. 10. Consult on building a Security Program to comply with newly released, draft NSPM 33 requirements, recognizing that these requirements are changing and the Respondent will only be expected to contribute in areas of their technical expertise 11. Help draft job description with UMaine to hire full-time FSO and assist in the search and recruiting process. After an FSO is hired, continue as security consultant.
