Specifications include, but are not limited to: 1) Will conduct extensive research and lead engagement efforts with stakeholders, civic leaders, and residents and manage all major implementation efforts; acting as the "local expert" on the ground a) Lead site problem-solving efforts between partners and elevate issues to engage with the Office of Equity, Louisville Metro Police Department, Truth & Transformation Operations Team, and stakeholders as needed to further success of implementation 2) Serve as point person and liaison for othersite partners. 3) Regularly share critical information with the Office of Equity, external site partners and National Network for Safe Communities,including(but notlimited to) implementation updates, community events, agency updates, etc. 4) Lead the creation of site-specific implementation tools, guides, and resources (e.g. local org charts, drafting talking points and press releases, etc.) for review by the Office of Equity 5) Coordinate logistics and partners' participation for meetings, workshops, and all other events 6) Consultantwill have latitude and discretion to determine implementation strategies within scope of research and timeframe set by the Office of Equity, to collaborate with Operations Team, residents, and stakeholders to ultimately provide a robust, nuanced, intersectional, and detailed list of policy andproceduralrecommendationsfor Louisville Metro Government and Louisville Metro Police Department.) The Consultant should understand: i) patterns and instances of institutional harm by LMPD policies, practices, and/or individuals; ii) responses to crime or alleged crimes (e.g., gun and gang violence, domestic and sexual violence, narcotics, traffic stops) and how these public safety harms intersect with other forms of institutional harm from financial, education, and legal institutions (e.g. police enforcing historical redlining and segregation laws, police arresting students forschool disciplinary infractions). iii. Consultant is also expected to pay close attentionto issues of race,gender, sexuality, class, immigration status, etc., and harms atthe many intersections ofthese identities(e.g., howmen,women andLGTQIA people of color have been harmed by police). 7) Consultant will provide two written brief interim updates outlining progress; b) engage in ongoing periodic advising calls to the Truth & Transformation Initiative; c) participate in any in-person updates to the Louisville Metro Council; and (4) produce a final report, including an Executive Summary, which will be presented to key stakeholders. 8) Upon finalizing research design and securing any necessary approvals, the Consultant will provide no less than monthly updates regarding findings: a) such updates will accompany participation in weekly advising calls with the Truth& Transformation Initiativeto discuss how findings and share insights to inform policy and practice change. 9) Consultant will also be expected to share information as needed with the Urban Institute for their evaluation of the Truth and Transformation Initiative.
