Specifications include, but are not limited to: The Contractor shall provide all necessary equipment, consumable materials, and labor to perform traffic data collection at the locations specified by the Pre-Design & Engineering (PD&E) Engineer. Counts shall include seven (7) continuous days (24 hours per day) of traffic data. The type of data collected will be volume by direction, speed by direction, and classification by direction. The number of counts is estimated to be fifty (50) per year. Counts shall be conducted within Federal Highway Administration (FHWA) Highway Performance Monitoring System guidelines or as described within this document. Data shall be collected as individual vehicle records, not binned. Site Locations – The Contractor shall perform traffic counts at various locations throughout the Matanuska-Susitna Borough. The PD&E Engineer will provide a detailed list of count locations together with an MSB Traffic Count Field Report (TCFR) form and location map and/or GPS points for each required count. A representative copy of a typical TCFR form is provided (attachment 1). Installation/Retrieval – The Contractor shall install field-portable traffic counters and pneumatic tube sensors, or approved equivalent, to collect traffic data at the specified locations. The Contractor shall confirm map site location with detailed notes for each installation on each TCFR form. The Contractor shall collect a GPS point (Long/Lat) during the installation. After the data has been collected, the Contractor shall return to the count location, collect the equipment, and download the data from the counter. Site Setup – Count Sites will use the same sensors as listed on the field sheet. Pneumatic hoses shall be installed perpendicular to the traffic lanes and the flow of traffic. When possible, hoses will avoid curves, business entrances, and intersections. Each hose will be set so that it covers at least 80% of a lane to prevent vehicles, including motorcycles, from avoiding the hose. In situations where more than one counter is used per site, all counters will be set for the same time period. If one counter fails, all counters will need to be reset. Equipment Loss and Responsibility – PD&E shall provide up to twenty-six (26) traffic counters (such as Peek ADR), and necessary chargers. The Contractor shall be responsible for any loss of PD&E equipment whether lost, stolen, vandalized or damaged. The Contractor shall also be responsible for any damage to private vehicles caused by any equipment the Contractor has installed. Count Monitoring – The Contractor shall monitor the traffic count equipment as necessary to ensure collection of seven (7) continuous days (24 hours per day) of accurate traffic data for volume, speed, and classification counts. Counts will not include holiday weekends or special events like the State Fair or be split between two (2) months.
