Specifications include, but are not limited to: The purpose of the Request for Proposal (RFP) is to solicit sealed proposals to establish one or more contracts through competitive negotiations for the procurement of assessment services to 1. support the design, development, test administration, scoring, and reporting of science tests at grades 5, 8, and 11 aligned to New Mexico STEM Ready! Science Standards (including the New Mexico specific standards); and 2. support administration of current assessments of science at grades 5, 8, and 11 until implementation of the new assessments. The Offeror must provide a plan for ensuring that the scores on the new assessment can be compared to scores from 2022 and 2023. This could range from psychometrically linking the two scales (e.g., equating) to providing concordance tables based on some type of bridge study. Importantly, very few of the items used operationally in 2022 and 2023 are owned by PED, so that if a direct linking method is proposed, the Offeror will have to account for leasing items from the current test provider.
