Specifications include, but are not limited to: The Commonwealth of Kentucky, Finance & Administration Cabinet, Division of Engineering & Contract Administration (DECA) is seeking professional design services for the Cabinet for Health & Family Services (CHFS). Work on this project includes, but is not limited to, mechanical, electrical, plumbing and fire protection upgrades. A completed project entitled "Install Sprinkler System Western State Hospital", upgraded the primary electrical system to a level that will support a much-needed upgrade to the existing HVAC system at Western State Nursing Facility (WSNF). As part of the sprinkler project, the electrical infrastructure at WSNF was replaced from the service entrance and main panels down to subpanels on each patient unit. Sub-panels were sized to allow for future renovations and upgrades to the patient rooms, as well as replacement of the existing HVAC system. This project will provide for the replacement of the HVAC and plumbing systems, the elevator servicing Building 31, as well as funding to complete the necessary electrical upgrades required by licensure and regulatory code requirements. The facility currently operates on a two-pipe system that supplies hot and cold water to the HVAC loop. This allows either heating or cooling, but not both. This antiquated system is very problematic for the maintenance of required regulatory temperatures during seasonal change overs. Issues concerning the two-pipe system that supplies hot and cold water to the HVAC loop resulted in the discovery of the piping being severely corroded and in dire need of replacement. This project would allow for the replacement of the existing water source HVAC system with a system based on a complete Life Cycle Cost Analysis (LCCA) and Building Life Cycle Cost (BLCC). The new system would allow individual control of heating and cooling of the patient rooms to provide a greater degree of comfort. The project would also address numerous electrical upgrades necessary to bring the facility into compliance with licensure and regulatory code requirements, such as the addition of electrical outlets, individual circuits, and independent grounds. The electrical outlets on the patient units do not have independent grounds and use the conduit raceway for grounding, which is no longer allowed by code. The elevator that services Building 31 does not meet current licensure and regulatory code requirements. Although compliance is covered by a grandfather clause, the elevator is expensive to maintain, and replacement parts are more and more difficult to acquire. To ensure the continued provision of high-quality care to the patients of Western State Nursing Facility, it is imperative that work begin to upgrade the basic infrastructure of the facility.
