Specifications include, but are not limited to: The contracted attorney shall provide advice as requested to the Office of Inspector General in any matter, including but not limited to: 1. All aspects relating to Louisville Metro Council Ordinance (“LMCO”) Sections 36.70 – 36.98; (attached) 2. Office of Inspector General’s obligations to investigate complaints against the Louisville Metropolitan Police Department (LMPD) 1.1.2.1 involving serious injuries or deaths of anyone in LMPD custody, 1.1.2.2 involving serious injuries or death due of any individual resulting from police action or inaction, 1.1.2.3 excessive uses of force, 1.1.2.4 abuses of authority including intimidation, harassment and retaliation, 1.1.2.5 discrimination in the provision of police services, and 1.1.2.6 sexual misconduct; 3. To examine patterns and practices, policies, and operations within LMPD; and 4. To provide recommendations on improving LMPD operations to the Chief of Police, the Mayor, and Metro Council; and 5. Compliance with the Collective Bargaining Agreement between Louisville/Jefferson County Metro Government and The River City Fraternal Order of Police Lodge #614, Police Officers and Sergeants dated 12-21-21 through 6-30-23 and any subsequent properly executed CBA; and 6. Compliance with relevant Kentucky Revised Statutes; and 7. Compliance with policies and procedures of the Louisville Metro Police Merit Board; and 8. Any other matter as requested by the Office of Inspector General.
