Specifications include, but are not limited to: 1. Company shall provide three (3) meals per day; at least two (2) meals will be hot, seven (7) days per week, together with sack lunches of comparable nutritional value, as required by the Pulaski County Sheriff’s Department. 2. No more than thirteen (13) hours shall pass between the dinner and breakfast meals. A meal schedule is contained in the policy statement attached to this request, see Attachment A. 3. Company shall operate the Officer’s dining room. On duty detention staff may receive a line meal at the County’s expense. An optional meal may be offered to employees at their own expense. Officer’s dining room hours of Operations: Monday through Friday 11:00 a.m. to 1:00 p.m., closed weekends and holidays. Officer’s dining room menu is at the discretion of the Company with approval from Administration of the Pulaski County Regional Detention Facility. Officer’s dining room food shall be priced per meal. A comparable schedule for our evening shift will need to be included. Please submit a Monday through Friday evening shift schedule as an attachment. 4. A registered dietitian will approve all menus prior to service. All meals served to adult males and females, and adolescent inmates will be in compliance with the current Recommended Daily Allowance (RDA) as established by the National Academy of Sciences, providing a minimum of 3000 calories per day in addition to all required nutrients. Special consideration should be given to regional recipes, especially food items that provide bulk, e.g. beans, rice, potatoes, etc. The meal pattern for United States Department of Agriculture, National School Lunch Program must be followed for juveniles. See Attachment I. 5. Company must provide with its proposal a 21-day menu, complete with nutritional analysis. No proposal will be considered that doesn’t provide the menu upon which the cost of service is calculated together with the “as served” portion sizes of each menu item. (For this Technical Bid, ONLY attach the 21-day menu complete with nutritional analysis, after this bid closes we will request the 21-day menu with cost of service calculated together with the “as served” portion sizes of each menu item in the separate Financial Bid) 6. Company shall warrant that all meals will be served at appropriate temperatures and in a manner that makes them palatable (140° hot, 45° if cold), and visibly pleasing complete with condiments (dressing, sugar, salt, pepper, ketchup, or mustard where indicated). 7. Company shall provide, at no additional cost, religious and medical diets conforming to special religious or physician-ordered specifications. The Company will submit with its proposal a sample for its institutional diet handbook or a schedule of the 21-day menu they propose to serve inmates on restricted diets. 8. Company shall include in the proposal its policies for serving special meals on holidays. Proposed menus and holidays shall be identified. All such meals will be provided at contract rates. A minimum of three (3) special meals shall be provided annually, including Thanksgiving, Christmas, and (1) meal to be scheduled at the discretion of the Sheriff’s Office.
