Specifications include, but are not limited to: • OSW Master Development Plan – The plan should articulate the opportunities for generating economic growth in Rhode Island, including an understanding of the market dynamics, development strategies, regional collaboration opportunities, industry needs and gaps, and an evaluation of the existing infrastructure and supply chain strengths and gaps. The plan will provide a market analysis at the national, regional and local level with an emphasis on the Rhode Island state analysis, including projects, physical assets, supply chain, workforce development and stakeholders. The plan should also include specific needs, gaps, and programs as well as timelines and metrics for measuring success. • Business Attraction – Proposers should provide strategic support to the Corporation to attract companies serving the OSW market along with industry opportunities for existing Rhode Island companies to expand. • Supply Chain – Proposers should provide industry insight and support to help facilitate OSW contract opportunities for existing Rhode Island companies across industry sectors. • Infrastructure analysis - Proposers should provide industry perspective to maximize existing infrastructure for OSW efforts along with analysis of the gaps and strategies to fill in the gaps with industry, State, and federal resources.
