Specifications include, but are not limited to: The main objective of this project is to develop a notification solution that can deliver list-based and geographically-based alerts to citizens of the State of New Hampshire for critical events, as defined by the State of New Hampshire Commissioner of the Department of Safety. Additionally, the system will also be utilized for non-emergency notifications by the DESC and other state, county, and municipal partners. For emergency and non-emergency notifications, the system must support list-based notifications, which involve groups of contacts maintained by the account manager. Furthermore, the system must allow an unlimited number of sub-accounts to be created, with approval from the DESC, for other state agencies, county organizations, or municipalities. Given that the primary purpose of the notification solution is to facilitate geographically-based emergency citizen notification, the system must include a Geographic Information System (GIS) component. Additionally, the vendor must have the ability to acquire and load phone numbers into the system that are designated for emergency notifications only. The Solution must also be able to load multiple FEMA IPAWS certificates, both Emergency and Test, for each subaccount. The solution must provide an unlimited number of authorized users with an easy and quick way to identify geographic areas for notification. During a notification event, the system must be capable of automatically delivering messages and collecting responses in real-time. The system must also enable users to pre-record or create messages on-the-fly.
