Specifications include, but are not limited to: LRWRA is soliciting assistance from qualified engineering firms for professional engineering services involving the development of a Technically Based Local Limits (TBLL) report. Determine if LRWRA’s existing Maximum Allowable Headworks Loadings (MAHLs) should be recalculated or reallocated; and determine which pollutants need to be further evaluated. Determine if existing LRWRA laboratory data is sufficient to perform study. If not, develop and implement sampling plan and analyze data. Calculate new MAHLs, Maximum Allowable Headworks Concentration (MAHC), and TBLLs. Consider: Water Reclamation Facility (WRF) treatment efficiency, history of NPDES permit compliance, water quality standards, biosolids, industrial users (IUs), worker health and safety. Prepare TBLL document for submittal to Arkansas Department of Energy and Environment - Division on Environmental Quality (ADEE-DEQ) by December 2023. Reference EPA Local Limits Development Guidance (833-R-04-002A) and incorporate best practices as applicable.
