Specifications include, but are not limited to: a. Service Line Material (SLM) Inventory and Lead Status Unknown Service Lines: CoW has begun and will complete the SLM Inventory with all known SLMs. Some portion of the public and private service lines are of unknown lead status. The consultant will provide technical assistance with interpreting LCRR inventory requirements and assist the City with determining an appropriate course of action regarding data that is missing or unknown. Deliverable: Develop a recommendation for a cost-effective solution to determine lead status on service linesthat currently have unknown lead status. This should include identifying methods or protocols to identify unknown service line materials, the expected resources (internal staff or external contractor), a budget, and expected or recommended timeline for implementation. b. Development of an LSL Replacement Plan: Development of plan for CoW and/or property owners to replace any known or discovered lead service lines in compliance with the LCRR. This shall take into consideration the rate of replacement required under the LCRR if future CoW lead test results exceed the lead trigger or action levels. The program shall identify actions required to comply with related LCRR provisions such as Find and Fix and Reciprocal Replacement. The plan should also identify potential providers of pitcher filters and cartridges for affected customers and plans for distribution and shipping of filters and cartridges. Deliverable: LSL replacement plan, to include preparation of cost estimates for a budget that may need to be included in COW’s Capital Improvements Program (CIP) to fund the LSL Replacement Plan in the event of future elevated lead testing results. c. Corrosion Control Treatment: Review current corrosion control program for the current Water Treatment Plant only (not the new plant that is under construction) and make recommendations for any needed revisions to the program. This may include coordination with the KDHE and/or the EPA for changes or a possible extension to the compliance deadline, as it is expected that the new water plant will be providing all water in the distribution system after January 1, 2025. Deliverable: Corrosion Control Treatment recommendation with expected implementation budget identified.
