Specifications include, but are not limited to: The successful offeror(s) shall provide services in a manner that is recovery-oriented, trauma-informed, and person-centered. The successful offeror(s) shall provide clinical and non-clinical services to personnel from the North Dakota Highway Patrol, North Dakota Bureau of Criminal Investigation, North Dakota Parole and Probation Division, North Dakota Game and Fish, and North Dakota Parks and Recreation Department. Please note these are not on-call services. The successful offeror(s) will be given at least 24-hours’ notice prior to CISM debriefings and will have up to 72 hours to provide clinical services once initiated by personnel. The successful offeror(s) shall provide the following non-clinical services: Participate in six ride-alongs with North Dakota Highway Patrol personnel in a 12-month period. Each ride along must be four hours in length, and at least one ride along must be scheduled within the first two months of the contract period. Participate in CISM trainings, provided by STATE. Participate in CISM in-person debriefings in the successful offerors’ respective region, as needed. Approximately 48-hours’ notice is given prior to CISM debriefings. Submit monthly reports to STATE, using a template provided by STATE. Reserve time blocks weekly for psychotherapy for personnel who seek services. The successful offeror(s) shall provide clinical services within 72 hours of personnel seeking assistance. The first visit and any subsequent visits may be in-person or via telehealth. The successful offerors’ mental health clinicians must be “in-network” with the North Dakota Public Employees Retirement System (NDPERS) Sanford Health plan or any other plan contracted by NDPERS to serve state employees. The successful offeror(s) shall bill all clinical services to the client’s insurance and are not reimbursable by STATE. The successful offeror(s) shall coordinate with existing community-based organizations and programs to maximize benefit, avoid duplication, and leverage, redirect, and realign resources The successful offeror(s) shall notify STATE within five business days of any staff changes by submitting name(s), contact information, and job description(s). The successful offeror(s) shall submit monthly reports to STATE following the template provided to include process and outcome measures. Offerors will be scored against proposals in the region they provide services, not against all regions. STATE intends to award based on offeror location and statewide ability to provide services.
