Specifications include, but are not limited to: ‐ Prepare engineering existing condition survey of the site. The survey will indicate property boundaries, recorded and known easements, underground utilities, contours (at 5’), location of any natural resource features subject to local, state or federal jurisdiction as depicted in ANR Natural Resources Atlas (e.g., wetlands, floodplain, natural communities) ‐ Determine any existing rights of way or easements on the property and adjoining parcel(s) to serve subject parcel. ‐ Complete and/or coordinate with environmental engineering firm to complete environmental assessment, water testing, and property inspections of property in current condition o Conduct and/or coordinate environmental engineering firm to conduct Environmental Assessment – Phase 1 [Please supply type of assessment (i.e., ASTM E1527, etc.) and a complete list of elements to be performed in Environmental Assessment, as well as name of environmental engineering firm, if not your firm] ‐ Assemble, review, and document existing permits and prepare list of permits and approvals that must be obtained for proposed CVSWMD project to ensure conformance to all regulatory application requirements and standards: o Land Use and Development Regulations standards and zoning requirements for project o Municipal water and wastewater services o Vermont Stormwater regulations o Stormwater General Permit GP 3‐9050 3‐acre requirements for listed property o Act 250 o Applicable Vermont regulations for wastewater, air quality, watershed management, etc. o The Civil Engineering firm may be requested to provide special site plans and information for the State of Vermont related to solid waste facility permitting. ‐ Prepare detailed development site plans, specifications, and estimates for site grading, paved driveway, paved parking areas and intake area, concreate pad to house modular building for flammables storage, erosion control features, performance standards, energy conservation, signage, exterior lighting, fencing/gate, etc. o Depict on master site map a location for expanded future CVSWMD operations showing adequate parking and turn around area for deliveries, meeting municipal zoning for setbacks, lot coverage, etc. demonstrating capacity of site to handle current and future structures and modifications to site with stormwater, performance standards, etc. ‐ Produce all civil engineering‐related plans and documentation (site, detail, and specification plans) required for local and State permitting, bidding and construction ‐ Produce traffic study and evaluation of parking capacity and needs for proposed CVSWMD land use [Please supply as additional separately priced item] ‐ Prepare applications needed for town highway access or other transportation permits ‐ Prepare presentation materials for board, local government, or state agency meetings as needed ‐ Provide Construction Administration including site inspections ‐ assume one per month during a 6 to 12‐month construction period ‐ Prepare certificate of occupancy documentation as needed for local or state permitting
