Specifications include, but are not limited to: Core Services to be Provided: A. Education on mental and emotional well-being, family issues, parenting issues, substance prevention/education, personal development, stress management, legal, financial, and management and professional career development. B. Early intervention training for managers and supervisors on mental health recognition and availability of professional services. C. Six (6) free counseling sessions per each employee and members of their families each benefit year. D. Counseling options offered in-person, telephonically, or virtually to meet employee needs. E. Smartphone app with education resources, and easy request for services. F. 24/7/365 telephone access to behavior health clinicians for crisis intervention. G. Determine appropriate resource(s) to assist the employee and/or family member and coordinate the referral. Consideration should be given to the need, location, cost and available resources. If fees are associated with the referral, the employee and/or family member will be responsible for the payment of all costs and fees of services rendered to them. H. Provide alternatives for services when face-to-face is not an option. I. Formal management referral services for supervisors in the area of absenteeism, alcohol and substance usage and/or dependency, anger management and personal health issues. 1. Provide written recommendations and return to duty statements. J. Trauma / critical incident stress debriefing. K. Educational training and/or organizational development on a regular basis for employee groups, supervisors and managers. L. Provide mandatory training for supervisors on Department of Transportation Regulations (DOT), Alcohol and Drug Testing, substance prevention, and Substance Abuse Professional (SAP) services. M. On-line resources on Health, Life and Work Life issues for City of Topeka managers, supervisors, employees and family members. N. Promotional materials summarizing, and explaining how to use, the EAP services. Materials include fliers and wallet cards, email messaging, and O. Quarterly and annual reports on usage. P. Initial and annual recommendations to the City of Topeka on best practices regarding mental health services.
