Specifications include, but are not limited to: The Department is looking for an individual or small team with experience in developing DEIA-focused strategic goals, activities and metrics, developing and implementing DEIA trainings and curricula, building staff capacity on DEIA, and embedding DEIA culture into staff hiring, communications and other staff duties. The specific delivery and method for achieving the intended services will be dependent on the methods and specific experiences and offerings of the successful Bidder. However, there are services that the Department anticipates as part of all Bidder proposals. This project consists of the following components: Provide strategic guidance to leadership on establishing, monitoring and enforcing DEIA goals Facilitate multiple sessions with MDOL leadership to refine DEIA goals & set success metrics—as an entire department and for individual bureaus which are all at different points on their DEIA learning journey; Identify and implement DEIA trainings for the MDOL leadership team; Support MDOL in establishing and measuring periodic progress success metrics related to DEIA efforts. Develop and implement MDOL-wide DEIA staff training plan. Please note, this RFP is not for the staff training itself. Identify and vet potential training vendors to provide training to MDOL staff on key topics as identified in MDOL survey; Develop and manage contracts with selected training vendors; Work with training vendors to customize trainings to MDOL context; In partnership with training providers, develop and maintain training resource library for all MDOL staff; Develop DEIA training module to be implemented as part of new staff onboarding program ; Collect staff feedback on DEIA trainings to ensure alignment with learning goals and distill feedback into suggestions for future trainings; Provide 1:1 support to Bureau Directors in identifying specific DEIA training goals and support directors in implementing trainings. Develop and embed expertise within and across MDOL Develop and implement ambassador programs on accessibility, inclusive hiring & retention, and human-centered designs and communications to create expertise within each MDOL Bureau on these key topics; Provide ambassador training and regular support by convening selected “ambassadors” to identify common roadblocks and opportunities—and elevate to MDOL leadership to address; Highlight best practices from other organizations that support inclusive recruitment and retention efforts and design and implement pilots to test new strategies (e.g., mentorship programs). Support staff workgroups & facilitate staff buy-in through other means Convene MDOL staff volunteer work groups on a monthly basis to receive input and guidance; Attend weekly cross-State of Maine calls with other DEIA agency leads to facilitate connections to broader BHR and other agency DEIA resources.
