Specifications include, but are not limited to: The City of Hays is seeking right-of-way/easement acquisition services for the construction of a water pipeline from the R9 Ranch wellfield in Edwards County, Kansas, to the City of Hays’ Schoenchen wellfield in Ellis County, Kansas. The proposed 20-inch diameter pipeline would be approximately 65 miles in length, and the route has not yet been determined. The Scope of Services would be multi-phased. During the first phase, the consultant selected would be involved in the route selection process to include conceptualization, feasibility, due diligence, vetting of the proposed pipeline route, and estimating the cost of right of way/easement acquisition. The next phase would include comprehensive acquisition services typically required to achieve the acquisition of easements for a construction project of this type to include: title work and survey permissions, market land study/appraisal, landowner contact, negotiation and acquisition. Subsequent phases would include condemnation support, construction support, damage settlement support, filing of legal documents, and project closeout.
