Specifications include, but are not limited to: The Idaho Military Division (IMD) has been directed by National Guard Bureau (NGB) to complete an annual traffic count study for all vehicles that come onto Gowen Field as well as the Orchard Combat Training Center (OCTC). Our Antiterrorism Program Coordinator received this notification on April 4th, 2023, that this would be a mandatory requirement that would have implications for the Programs Federal Fiscal Year 2024 budget. The specifications identified by NGB was that the traffic count for both locations needed to be conducted over a Drill Weekend with data being submitted to NGB by no later than June 1, 2023. The timeframe to capture this data window means that the traffic count study must take place May 4th-17th to capture the drill weekend data. The last time this study data was requested from NGB was 2020 and was paused due to COVID-19. In addition to the current requirement needs NGB has indicated that this will be a recuring annual study. Due to prior services provided to IMD the overall spend for services provided to complete this study is over $28k. Please note: This is a Sole Source Notification.
