Specifications include, but are not limited to: Successful Offeror shall review a sample of disciplinary actions taken by the Albuquerque Police Department (“APD”) and prepare an evaluation of the following factors: A. Whether misconduct by department employees is reported within 24 hours of knowledge; B. Whether all complaints, including anonymous and third-party complaints, against department employees are investigated fully; C. Whether administrative investigations of misconduct are thorough and findings are reliable and accurate; D. Whether all relevant evidence, including circumstantial, direct and physical evidence, is considered; E. Whether administrative investigations are completed within applicable timelines; F. Whether complaints that are of a criminal nature are referred for a criminal investigation; G. Whether any relevant training, equipment concerns, or other non-disciplinary corrective measures are properly addressed and documented in the investigation; and H. Whether discipline for sustained allegations of misconduct is applied consistently, fairly, and based on the nature of the allegation, and that mitigating and aggravating factors are set out and applied consistently.
