Specifications include, but are not limited to: This RFP is issued by City of Billings (hereafter referred to as ‘City’ or ‘the City’) for the purpose of obtaining a proposal that after further negotiations may ultimately lead to a suitable purchase and sale agreement for the disposition of the existing Billings City Hall as well as a development agreement for the Property. It is the intent of the City to review and assess the RFP responses to determine which, if any, proposal is in the best interest of the City and should result in further negotiations with the City. This is not a legal offer to sell, and selecting Proposer(s) for further negotiations does not create a binding agreement between the parties. The City may choose to execute a non-binding Letter of Intent, or similar document, with selected Proposer(s) as part of the negotiation process
