Specifications include, but are not limited to: 1. IMAGE SCANNING/DIGITIZATION A. The selected contractor will be expected to scan transfer books on site at the Black Hawk County Courthouse during normal business hours, Monday through Friday, from 8 a.m. to 4:30 p.m., excluding holidays, unless other times and locations are arranged upon mutual agreement of Black Hawk County and the contractor. Space, power and other needs required by contractor shall be part of the submitted proposal (see “PROPOSAL CONTENT” below). B. Transfer books with records include the following volumes, which include 31 bound and 55 loose-leaf volumes, handwritten: Transfer Book Lands #2 2-1, 1868-1895 Transfer Book Lands #2 2-2, 1868-1895 Transfer Book Lands #2 2-3, 1868-1895 Transfer Book Lands #2 2-4, 1868-1895 Transfer Book Lands #2 2-5, 1868-1895 La Porte City & Cedar Falls, 1907-1955 W. Waterloo & Janesville, 1948-1961 Transfer Book Lands #1-1 to #1-5, 1866-1881 Description Book D, 1993-2015 Description Book 1, 1869-1928 Description Book B, 1929-1965 Description Book C, 1965-2020 Plat Book A & B, no dates Transfer Book Lots A-S, 1869-1939 Platted Outside T, 1946-1959 Lands #1, TWP 88, 89, 90, 1936-2021 Platted Outside #22, 23, 1955-2021 Towns Transfer Books #1 to 21, 1954-2021 C. Images shall be maintained at a Tier III-compliant data center with backup, including one offline backup. Center should be HIPAA & IRS 1075 compliant. 2. INDEXING, HOSTING AND VIEWING A. The selected contractor shall provide an online viewing system for the records with the ability to link to the site from the Black Hawk County website. B. The hosted service shall provide the public with the ability to search for records in a systematic manner and will consolidate “like” legal address images (Section/Township/Range or Subdivision) contained in the auditor transfer books. Images shall be displayed by date. C. The Auditor shall be able to select which books are viewable by the public and which books are for staff viewing only. D. The hosted service shall provide thumbnail images, and a public convenience toolbar on the site for functions including pan, flip, expand, reduce, reverse (black print to white), print screen image, and converting image into a pdf for attachment to an e-mail. Capability to set contrast and brightness at the individual image level is preferred. E. Any webpage(s) through which County documents are to be accessed, and any webpage(s) which the county document webpage(s) are to be accessed, shall be compliant with Title II of the Americans with Disabilities Act (“ADA”) within 180 days of the first date of service. Costs associated with ADA compliance, eg. ADA compliance training, shall not be borne by the County.
