Specifications include, but are not limited to: 1. Design, market, place, and service the following County exposures/risks with an insurance and/or alternative risk financing program: A. Liability 1. Inland Marine, including EDP Equipment 3. Mobile Construction Equipment 4. Boiler and Machinery 5. Emergency Equipment 6. Radio and Tower Equipment 7. Switch Engines (2) 8. Other County assets 9. Crime and Public Employee Faithful Performance Bond C. Additional Professional and General Liability 1. Dept. of Corrections: a) Adult & Residential Services b) Juvenile Services & Detention 2. Mental Health Center & Operations 3. Adolescent Center for Treatment-Residential Juvenile Substance Abuse 4. Department of Health and Environment 5. Developmental Supports and Sheltered Workshop D. Bonds 1. Various Public Officials Bonds 2. Right-of-Way Bonds 3. Miscellaneous Surety Bonds as needed 2. Account Services In addition to the placement of insurance or establishment of alternative risk financing programs, the County shall require the successful respondent(s) to perform the following functions: A. Initiate and maintain a participatory relationship with the County, insurance company representatives, and claims adjusters and administrators. B. Ensure that insurance coverage is placed with financially responsible insurers authorized to write insurance in the State of Kansas. C. Assist in the analysis of insurance or alternative risk financing proposals. D. Assure the accuracy of each binder, policy, endorsement, certificate, and any other risk financing documents received from insurers or alternative risk financing providers. Obtain revisions of such documents as needed prior to delivery to County. E. Verify accuracy of all rates and premiums charged. F. Promptly submit originals of all insurance, self-insurance, and alternative risk financing program policies, endorsements, contracts, and other documentation to the County. G. Continually monitor the County’s operations and loss exposures. Recommend any appropriate coverage and risk financing enhancements or changes. H. Provide risk control services, or assist the County in obtaining such services, as requested by the County, in cooperation with the county’s Risk Management and Safety Division. These services are to include loss prevention services such as operations and premises inspections, recommendations, training, and assistance in the design of specialized programs. I. Issue, record, and track insurance certificates and endorsements as requested by the County. Insurance Certificates are to be issued only with the approval of Risk Management. J. Assist the County in the adjustment and settlement of losses. If any alternative risk financing program is selected, assist the county in obtaining claim investigation and adjustment services. K. Meet with County personnel as requested by Risk Management. L. Upon request, review contracts in consultation with County Risk Management and other County departments or agencies. M. On August 1 st of each year, during the contract period, submit a written report stating: 1. Anticipated renewal markets, terms and conditions, and other indications of market conditions, trends, and anticipated changes 2. Identify problem areas such as claim handling, loss control, safety hazards, etc. 3. Recommendations for improved program design 4. Services performed and planned N. Provide new or renewal insurance applications along with any necessary supplemental information requests to County Risk Management by September 1st of each year in order to ensure renewal process is completed with enough time to present to and secure approval from the Board of County Commissioners. 3. Remuneration For Services – The payment for services shall be on a flat-fee or fee-for-services basis
