Specifications include, but are not limited to: 2.1.Contractor shall provide general historic research and documentation at the request of the State or as recommended or required by the Vermont State Historic Preservation Officer (SHPO) or the Vermont Division for Historic Preservation (VDHP), after approval of the State. 2.2.Contractor shall include the State in all communication with representatives of VDHP during the project to assist the State and provide technical information required by the SHPO and/or VDHP. 2.3.Contracts resulting from this proposal are intended to be utilized for discreet research and documentation projects to be performed by an architectural historian, historian, or historic preservationist meeting the Professional Qualification Standards of the Secretary of the Interior’s Standards and Guidelines (36 CFR Part 61) 2.4.Project scopes may include but not limited to the research and documentation of above-ground resources required to perform identification, evaluation, registration, and treatment activities, such as historic resource survey, archival research, historic building assessments, view-shed and impact studies, historic context statements, State and National Registers eligibility and nominations, and Historic Resource Documentation Packets. 2.5. Projects are not to exceed $150,000.00, including all costs associated with the individual project, such as labor, material, equipment, etc. 2.6. To be considered for a contract under this RFP Contractor shall be required to meet the following: 2.6.1 Meet and maintain compliance with CFR Title 36 - Part 61 - PROCEDURES FOR APPROVED STATE, TRIBAL, AND LOCAL GOVERNMENT HISTORIC PRESERVATION PROGRAMS - Appendix A to Part 61 - Professional Qualifications Standards. https://www.ecfr.gov/current/title-36/chapter-I/part-61 2.6.2 Be listed as “Architectural Historian” on one of the VDHP’s Historic Preservation and Archaeology Consultants Lists. Contractor shall not be solicited for or eligible to work on projects with specific approval requirements unless they are maintained on the appropriate lists. VDHP maintains Historic Preservation and Archaeology Consultants Lists published at the following website; http://accd.vermont.gov/historicpreservation/archaeology-and-historic-preservation-consultants-lists 2. 7 All work performed under this contract shall follow any specific or general programmatic agreements between governing agencies and the State at the time of review. Copies of programmatic agreements shall be maintained by the State and provided to the Contractor in the solicitation for the specific project proposal. 2. 8 Specific work products requested by the State beyond what is required by the governing authority shall be detailed in the SOW-RFP for the specific project proposal including but not limited to: ideas, historic context studies, documentation reports, nominations, photographs, and reference materials such as the Secretary of the Interior’s Standards and Guidelines. 2. 9 All work performed under this contract will be planned and scheduled by Project Managers for the Agency/Department coordinating the work. The Project Manager will work closely with both the Contractor and the Agency/Department requiring the work and will approve all invoices for work completed under this contract. 2.9.1 Services may be issued on a time and materials basis or a fixed price/lump-sum basis. 2.9.2 For projects bid on a lump sum basis, a written SOW-RFP will define the project details and the evaluation criteria to be used for award. Award shall be made in the best interest of the State in consideration of the evaluation criteria for the specific SOW-RFP. 2. 10 Typical working hours will range between 6:00 AM and 5:00 PM, Monday through Friday, but occasions may arise which would require work to be performed before or after these hours, on weekends, or holidays. The typical working hours may vary by the type of facility or the operational needs of the Agency/Department where work is being performed and, if typical work hours will vary from above, such hours will be established at the beginning of each project.
