Specifications include, but are not limited to: 1. The City of Farmington (City) is requesting proposals (RFPs) from qualified firms and non-profit organizations (Offerors) interested in receiving Community Development Block Grant (CDBG) or City General Fund grant awards for public service projects. All projects funded will be classified as Public Services. A public service project may provide financial assistance, training, health services, substance abuse services, or counseling to low- or moderate-income persons. Not more than 15 percent (or $64,439.85) of the year’s CDBG budget may go towards public service projects. All projects should meet CDBG eligibility requirements and guidelines outlined in this RFP. Historically, the City Council has chosen to award as many public service projects as the funding allows. The council may choose to only partially fund a project in order to meet this goal. See item C. below. 2. The CDBG public service funds are a cost reimbursement subrecipient agreement. Reimbursement request are allowed on a monthly or quarterly basis; therefore, organizations must have enough working capital to continue services until reimbursement request can be processed by the City. CDBG funds will be paid to the organization directly on a reimbursement basis after services have been provided and all required documentation received. Only allowable CDBG project expenses will be reimbursed.
