Specifications include, but are not limited to: • develop a master plan that can guide the development of a cohesive and low stress facility • develop an implementation and maintenance strategy/estimated costs • range of public-purpose options of the City’s Visitor Center building • identify wayfinding/branding strategies • develop a cohesive plan incorporating the existing 4th Street Heritage Corridor • identify integration between the concept plan and other modes of travel (ped, transit, and vehicular) • at a minimum, the following concepts should be considered in the analysis: o Creating a community space o Safety/security o Sustainability (green building, energy efficiency, etc.) o Accessibility and inclusion for all common spaces o 4th Street Heritage Corridor improvements o Integration with adjacent land-uses o Implementation and maintenance strategy including cost estimates and potential phased implementation
